Issuing Structural Soundness Certificates Requires Rigorous Engineering Assessment

Saeed Mansouri, Secretary and Board Member of the Tehran Engineering Organization, has rejected the issuance of structural soundness certificates based solely on visual inspections, citing a new directive from the National Building Regulations Office. He emphasized that such certificates require precise engineering calculations, the use of specialized equipment, and a complete review of building plans by qualified companies and individuals.

According to SAMA, Mansouri highlighted the importance of structural soundness, stating that this matter is entirely engineering-based and cannot be determined through superficial site visits or visual judgment alone.

He explained that the National Building Regulations Office has rightly announced that not every supervisor or company is authorized to issue structural soundness certificates. Under this directive, all engineering plans must be carefully examined, and the structural integrity of buildings must be measured and evaluated using various instruments and technical methods.

Certificates Only Issued Through Detailed Assessment

Mansouri stressed that structural soundness certificates for buildings that may have construction violations or have experienced any other incidents can only be issued through a rigorous engineering review, not by mere observation.

According to him, a detailed review of plans and the application of various testing and measurement methods form the primary basis for issuing such certificates, and this work must be carried out by companies or individuals with the necessary technical and engineering qualifications.

The Secretary of the Tehran Engineering Organization concluded by noting that this new approach represents an effective step toward improving construction quality and enhancing building safety. He expressed hope that all stakeholders in the sector will diligently comply with the newly issued regulations.
